Mrs. B S Bharthi Devi is a farmer child protection specialist with over 38 years of experience in the Department of Women and Child Development, Government of Karnataka. Throughout her distinguished career, she has played a pivotal role in strengthening child protection systems, enhancing service delivery, and advocating for the rights and welfare of children and women. As the District Child Protection Officer (DCPO) for Bengaluru Urban from 2021 to 2024, she led several groundbreaking initiatives including the direct implementation of Child Helpline 1098 by the government (earlier operated by NGOs), the establishment of child helpline booths at railway stations, and the rescue and rehabilitation of homeless youth in collaboration with the police and NGOs. She was instrumental in securing government approvals to launch four additional District Child Protection Units in Bengaluru and actively monitored helpline operations while taking legal action against unauthorized NGOs. Her contributions extend to training field workers, building inter-departmental coordination, and ensuring accountability in service provision. In earlier roles, she served as Program Manager for the State Adoption Resource Agency (SARA), Senior Assistant Director and Project Officer under the Stree Shakthi program, and Child Development Project Officer (CDPO) in multiple regions, where she supervised hundreds of anganwadicenters, facilitated the formation of self-help groups, and improved infrastructure through public-private partnerships. As Superintendent of the State Home for Women, she worked closely with the judiciary and law enforcement to rehabilitate women in distress, particularly those affected by trafficking and mental health issues. Her foundational years as a Probation Officer and Superintendent in various juvenile and children’s homes laid the groundwork for her deep understanding of child care and rehabilitation systems. Post-retirement, Mrs. Bharthi Devi continues to offer her expertise as a consultant and advisor to organizations such as Sanrakshan Rainbow Home, Affectionate Hands, and Prakhyata Abhinand Charitable Trust (PACT India). Her ongoing involvement reflects her unwavering commitment to child rights and welfare. With a legacy of impactful leadership, policy implementation, and grassroots engagement, she remains a guiding force in Karnataka’s child protection landscape.
